Global Pathways 2026: The Challenge of Quality Implementation

1 •  Sep •  2025

How can a social initiative truly impact people’s lives, creating meaningful positive change? This is the central theme of Fundación Luksic’s upcoming conference.

“Global Pathways 2026: Quality Implementation to Make a Difference” will take place in Santiago, Chile, on January 7, 2026, bringing together international and national experts. The goal: to explore the role of evidence-based quality implementation in achieving the objectives of social initiatives and to emphasize that a program’s quality lies not only in its design but also in how it is executed.

The focus will be placed on educational programs and child development, since —unlike other social sectors such as health— this area shows significant gaps in the systematic use of evidence for the design and implementation of social initiatives. The challenge is even more pressing in Latin America, where public policies often remain fragmented, short-term, and lacking continuity, which limits their lasting impact.

“We know that Chile has many institutional strengths in education; however, we want to highlight an urgent challenge: the implementation of social programs, with this focus. High-quality execution can make the difference, achieving more effective results and ensuring efficient use of resources,” said Macarena Cea, General Manager of Fundación Luksic.

The conference will feature two keynote speakers: Robyn Mildon, CEO of the Center for Evidence and Implementation (Australia), and Frederico Amancio, Director of Institutional Relations at Motriz (Brazil).

Paving the Way for Global Pathways 2026

Through different initiatives, Fundación Luksic seeks to share knowledge and experience with other organizations regarding the design, evaluation, and implementation of social programs.

In the lead-up to the 2026 conference, three preparatory activities were held this year:

  1. Breakfast with the education ecosystem to present the Policy Brief: Overcoming Information Asymmetries: User Experiences in Educational Initiatives in Chile, featuring the programs Educational Networks for Learning Improvement and Aspirations about the Future.
  2. Launch of the Participatory Methodologies website and a workshop based on the Policy Brief of the same topic.
  3. A final session on service experience, from design to implementation.

“As an organization, we have gone through various processes —some successful and others that failed— which is why we believe that the lessons learned from each of them can be valuable for organizations currently implementing social programs,” added Cea.
